Arizona SRP Penalizing people for having Solar Power and Fresh Water?

Arizona SRP who are penalizing people for having Solar Power should instead being giving incentives to encourage everyone to have solar in a state with sunshine over 330 days a year.
I think 100% rebate for installation of solar for home owners would turn Arizona into a state that can its excess gigawatts of power to the rest of the country.
Billions could be made and cost to manufacturing would allow reversed outsourcing from China and India. Imagine modern solar panels were on the roof of all businesses, homes, with commericial solar concentrators in the hot Arizona desert on federal land.
There would make super cheap power which would bring business's to the state due to lowest cost of energy anywhere in the country. The cost of running a business is in large power from the energy requirements to manufacture a product.  If we had extremely low cost power and water to run business's in Arizona there would be a flocking of companies to the state.
De-Salinaton plants should be build in the areas of the Gulf of California with land between the border of Arizona and the Gulf bought or leased for use to build De-Salination plants to pump fresh water from one end of Arizona to the other, from Yuma, Arizona to the Gulf by working with Mexico to build an aquaduct to transport water to the Arizona border for processing.
The blue lines indicate pipelines from the De-Salination plants to various parts of Arizona
All powered by Solar power to eliminate the energy costs for running a 2700 Mw plant

At a grand ceremony on April 28, King Abdullah pushed the buttons to allow the plant to begin operating. The plant, which cost 16 billion Saudi Ryals (US$ 3.8 billion) is expected to create 800,000 cubic meters of water for cities in the Eastern Province, as well as generate 2,750 megawatts of electricity. - See more at: http://www.greenprophet.com/2009/05/saudi-arabia-desalination/#sthash.m95m4Gb4.dpuf

We are buying oil from a country that is using all the profits from their sales to become a water and energy independent country. I think it is time we compete with them as Americans.

The response from SRP is:
This new E-27 Customer Generation Price Plan does not have a fixed $50 fee.  We have restructured the price for new rooftop solar customers to be in line with what non-solar customers pay for the same services.  Under the old pricing structure, solar customers did not pay for the full amount of the fixed costs that SRP incurred to serve them. Those costs were being collected by non-solar customers.  The new rate structure corrects this by measuring energy and demand (grid costs) separately.  Customers on the E-27 plan pay for what they use in a way that represents the underlying economic costs of the two distinct products SRP provides: energy and demand.  More importantly, E-27 customers have an opportunity to reduce their bills by taking steps to lessen their demand during peak times.
SRP is a non-profit, community-based utility that continues to support solar energy.  We have made significant investments in community-scale solar installations here in Arizona.  SRP has also entered a contract to purchase output from a 45-megawatt solar plant to be constructed in the East Valley this year.  SRP's goal is to acquire solar at the best possible price to benefit all of our customers.  We are on track to provide 20% of our power through renewable resources by Fiscal Year 2020.  You can see a breakdown of our current generation sources at http://www.srpnet.com/about/facts.aspx.
I appreciate this opportunity to address your concern.
You can read more about the E-27 rate at http://www.srpnet.com/prices/home/customergenerated.aspx.

Utility Company Conservative about Upgrading Infrastructure

How many hundreds of poles do you have to replace every year due to storms, how much does cost to the taxpayers that over 20 years. Every year for decades every major city in the United States has to endure down power lines that results with the lack of heating and electricity, and other utilities from storms.
Our government thinks only in short term rather than long term investment to our infrastructure system. They don't understand how embracing new technologies will enhance the lifestyle and productivity of all Americans.
The storm activity will get worse every year due to high Solar flares and climate change.
How many more Katrina and Sandy type storms will it take for action to be implemented?
People care more about not having power outages every year as we have experienced than a few more cents for electricity. Maybe an investment in solar, wind, and geothermal power along with nuclear is a partial solution. Thumper detection technology for detecting underground faults is an option. There will be a time when it is cost effective to put all utilities underground, the Bay Area has done it in all the high tech cities. There is plastic type pipe technology that is cost effective and has no corrosion problems.
We should all lobby Congress to educate the Congress about the solution new technology has to offer and as to the benefits of utilizing the best in high technology to rebuild our infrastructure in this country.
Excuses are boundless, effective solutions should be researched and implemented.
Long term investment should be a vision of all utility companies.
High speed fiber optics are being installed due to Google Fiber networks. https://fiber.google.com/
They may come in and take over many cities communications lines if we don't wakeup to change and modernization that is essential to our civilization. If everyone had aerogel that was affordable http://www.buyaerogel.com/ or composite insulation available the cost of heating would be done, but the cost is still high for using European insulation that has save millions in heating costs for people who have reinsulated there homes using infrared bead laced insulation. There are solutions to any problem as an engineer, being conservative in solving the problems with a growing society is not the approach to address the growing needs of the people you serve.
The time is now to upgrade our aging Bridges, Roads, Electricity, and communications Infrastructure!

P.U.U.N. - Put Utilities Underground Now - Part II

Now that Sandy has come shore there are millions without power because our government utilities haven't learned from the past storms. We have to demand our cities and states bailout our infrastructure with putting Electricity, Cable, Internet, and telephone lines underground. It will cost billions but I rather see it spend on the above instead of Wall Street, Car Companies, or Insurance companies. Our government doesn't realize that our defense of our infrastructure is a national defense priority. People who are hit by these storms would have power, water, and cable if ALL utilities are put underground. Write to your congressman and senators and express you being fed-up with this ignoring of our civil rights. We pay taxes, we pay high utility bills, we pay high cable, and telephone bills. Why then isn't the money spent to reduce the overhead of all of these be providing reliable utilities in any weather. Why are cities getting flooding? We don't spend money to update and upgrade our sewage system, treatment plants.
Is Sandy another wake-up call to protest to everyone in state, local, and national government that we the people are being ignored over special interest groups and large corporations.
The proof is in the lack of having a national network of high speed fiber optic internet, weather proof utilities in underground insulated, high quality pipes,(power outage for 12 hours)
Millions of people have been flooded due the storm from lack of up to date sewage and drainage systems nationally, out of date, power distribution power stations and underground power lines.
We the people demand modernization of our national infrastructure. We were all active in the 1960's, today we text, facebook, and twitter our concerns. It is going to take much more to let our elected officials know how upset we are today.
Look at New Orleans and how even after all these years the insurance companies still haven't paid for all the homes to be replaced that were destroyed or damaged, many people just moved out and never came back. FEMA is ineffective because they are so top heavy. Remember all the rapes and terrible things that happened to people who stayed in the Super Dome in New Orleans after the hurricane.
We need to bring back the KISS concept. People today have to take drug tests, background tests, emotional intelligence tests, etc... just to get a job. This same top heavy management permeiates through out the management of all the utility companies and railroads. Action need to be taken now or shall we wait for another disaster to remind us of how the system is broken and needs restructuring and repair.

P.U.U.N. - Put Utilities Underground Now - Part I

P.U.U.N. - Put Utilities Underground Now - For millions of years it has snowed in New England and every year it is summer with ever increasing average world temperatures. There are power outages every year due to the lack of long term infrastructure planning. Bureaucrats and utility companies think in the short-term about saving a few dollars with overhead lines, that come down every time there is a thunder storm or cold snap somewhere in the United States. We have to develop a permanent solution to this annual problem. People die, and suffer every winter from freezing to death due to power outages from blizzards and in the summer from sweltering heat due to old transformers overheating, and from monsoon type storms that cause trees to fall on power lines, every year.
We have to remove the unsightly power line poles, cable, phone, utility lines, and Internet lines overhead. This project would employ millions of power and restore peoples faith in maintaining a reliable power, water, and communications infrastructure.
We have to establish a long term plan to put all power line underground in the United States.
Solar Farms in Arizona, utilizing the federal land to build 100 mile x 100 mile solar farms for the United States.
We need Fiber optics nation wide to replace the aging and out of date phone lines and cable lines that transmit slow phone and Internet connections to millions of people. Our politicians, many of them don't have the technical training or knowledge to understand how the lack of modernized infrastructure can effect and retard the growth of any societal growth.
If only more people had an understanding of science and technology. Many conservative politicians, don't understand the complexity of the foundation needed to sustain the existence and growth of a civilization.  Food, Water, Shelter, Reliable Energy, and Communications services are
pivotal in any society. The payback for this investment will be a hundred fold in growth productivity of reliable infrastructure.
Increased reliable communications in the 21st century with fiber optics everywhere will yield almost unlimited speed limits as new laser and fiber transmission technology is available any speed is possible up to the speed of light.
We need to invest in the future for our society to grow and prosper.
